Census data determines congressional seats and federal funding. Census data also determines Title 1 grants to educational agencies, head start programs, WIC, public transportations, road construction, programs for the elderly, emergency food and shelter, and empowerment zones. The data also helps the private sector as well as state and federal governments determine where jobs and job programs are needed.
A Complete Count Committee is a volunteer committee established by tribal, state, and local governments, and/or community leaders, to increase awareness about the census and motivate residents in the community to respond. The Complete Count Committee works best when a cross section of community representatives from government agencies, education, business, religious organizations, and media are included.
The Complete Count Committee is not responsible for going door to door. A Complete Count Committee is formed to increase response rates, utilize the local knowledge, expertise, and influence of each Complete Count Committee member to design and implement a census awareness campaign targeted to the community, and to bring together a cross section of community members whose focus is 2010 census awareness.
