According to the July 3, 2014, Kansas Governmental Ethics Commission report from Morris County, its Republican County Committee received a donation of $8,500.

The donation was made by Rep Tom Moxley. Moxley stated the funds were to support moderate candidates.

This is a violation since party rules have a cap of $5,000. Several candidates not from that county nor representing that county were recipients of $500. One of those is Seward County House candidate Shannon Francis.

Seventeen other candidates received the same amount. One was candidate Rep. Diana Dierks, Salina. Was she always registered as a Republican?

Another candidate receiving a donation was Rep. Blaine Finch, Ottowa. What has been his votes on pro-life bills and gun rights bills?

The activity of laundering money through a county party may give unfair advantage for some in an election cycle, but it is illegal.
