Rezoning highlight of city meeting PDF Print E-mail

Rezoning, repairing and rebuilding was the major topic of discussion at Tuesday evening’s city commission meeting. Zoning Administrator Steve Guerrero discussed plans that, most of which, were ultimately approved by the commission.

“The planning commission conducted a public hearing on Oct. 16 to consider a rezoning request for two tracts of land on the north end of town,” Guerrero said in final reading of ordinance No. 4363.

“Tract 2 is adjacent to the city limits on the south and west sides and tract 1 is to the north and U.S. Highway 83 access road lies between the two tracts.”

In a final reading of the ordinance at Tuesday evening’s city commission meeting, the commission approved the rezoning of the property from agricultural to general commercial.

“The owner of the property is John Mallon who owns Terra LLC, of Emporia,” Guerrero said. “The rezoning request is to rezone the property from the current zoning of agricultural to general commercial for future commercial development.”

At the next city commission meeting, a final reading of ordinance No.

4364 asking for annexation of the said property, will be be voted on by the commission. Guerrero remains positive that the property will soon be considered inside the city limits of Liberal.

“It cannot be developed unless it is platted,” Guerrero said. “The final reading of the ordinance will be at the next meeting.”

A utility easement on the north end of Wind Ridge Pointe has been approved to be removed by the commission per the requests of the owners of the lots. The easement sits on the south end of their lots therefore hindering owners from any additions or improvements to their property. The easement is no longer needed on the property due a new one located directly to the north of the housing addition.

“All utilities are located on the north end of the lots along Windridge Drive in a newly dedicated easement,” Guerrero said.

The last item on the agenda was the approval of the vouchers – paying the bills. Commissioner Dave Harrison voted against the payment of the vouchers. The item passed with a three to one vote, with commissioner Larry Koochel absent.

Harrison was unable to be reached for an explanation for his vote as of press time.

“I really don’t know why he voted against it,” said Vice Mayor Doug LaFreniere. “There were no questions asked.

“You can pull an item out of the vouchers and either discuss it or set it aside,” LaFreniere added. “I am not sure if he was aware that he could pull the items out individually.”
