Budget time is upon the city, and the 2018 budget for the City of Liberal will be a hot topic for the Liberal City Commission at its next meeting this evening starting at 5:30.

“The City’s Notice of Budget Hearing was published in the High Plains Daily Leader & Times July 28, 2017, and contains a proposed total budget amount of $41,796,000, a mill levy dollar amount of $6,181,703, and an estimated mill levy of 51.789 mills,” the budget information noted. “Nov. 1, the final assessed valuation will be determined, for which our number of mills necessary to fund our dollar request is subject to change. However, the levied dollars will not change. Due to the increase in estimated 2018 valuation over the 2017 assessed valuation, an additional $64,979 will be generated.”

There will be a public hearing to begin the budget discussion (which the public is welcome to speak at), and along with the adoption of the budget itself through Resolution No. 2268, the commission will also be asked to adopt Resolution No. 2269, which concerns expressing the property taxation policy of the City of Liberal for the 2018 budget.

The commission will also be asked to approve an addendum to the SRF loan administration contract by the Water Department.

“In conjunction with our KDHE revolving loan for our water system improvements, the City previously retained the administrative services of Ranson Financial Consultants, LLC.,” the agenda information noted. “As they have recently reorganized, we have been requested to formally update our contract to reflect their new organization name.”

Housing will also be a big deal this evening, with discussion regarding setting a public hearing about Phase 1 of the RHID Jewell Street project (which will comprise eight single-family home lots, according to the agenda information) set to take place, and the commission will also hear an update on the Senior Housing programs.

Other projects to be discussed before the meeting’s conclusion will include the 2017 tree match program and the water line improvement project.
